Associated with the New Freedom Initiative, President Bush initiated his "No Child Left Behind" proposal aimed at equalizing the playing field for all persons and was meant to include, at least, persons with disabilities and closing the "digital divide." This platform is based on President Bush's conviction that the current "education system has tolerated an unacceptable achievement gap between disadvantaged and minority students and their advantaged peers." Included in the 2002 Special Education portion of the Department of Education's budget is an increase of $1 billion (15.8%) over 2001. This is the highest level and increase of federal support ever provided to educate children with disabilities.
